| "The power to zone was conferred upon Texas Cities by the Fourtieth Legislature for the purpose of promoting the health, safety, morals, and general welfare. The zoning law states that such regulations shall be made in accordance with a comprehensive plan and designed to lessen congestion in the streets; to secure safety from fire, panic, and other dangers; to promote health and general welfare, to provide adequate provision for transportation, water, sewerage, schools, parks, and other public requirements. Such regulations shall be made with reasonable consideration, among other things, for the character or the district and its particular uses, and with a view to conserving the values and encouraging the most appropriate use of land through out such municipality." |
